Ras Laffan Industrial City: The World Capital of Liquefied Natural Gas


Ras Laffan Industrial City in Qatar is regarded as the world capital for the production and export of liquefied natural gas, and working in an environment of such scale and sensitivity demands the highest standards of protection and readiness.

How the Idea Began

Mr. Abed Baghzal had a passion for working with international companies, drawing on his prior experience with them across different fields in Saudi Arabia. He decided to purchase a single piece of equipment already on lease in the Ras Laffan area, on the condition that it was leased to one of the international companies. The purchase was duly completed at a value of 480,000 Qatari riyals, solely in order to obtain the entry permit for the energy and gas area.

From there, conditions were studied on a daily basis to identify the shortfall and the acute need for high-quality, clean-specification equipment, for the operators to run it, and for personnel trained to work in such sensitive areas. Deals followed, and within a matter of days relationships were formed with decision-makers to supply the heavy equipment they required and to meet their operational needs as rapidly as possible. Through this trust, he came to hold more than 150 pieces of equipment, leased from the owning companies and sub-leased to companies in the gas area.

Specialised Occupational Safety and Security Training Services for Energy and Gas Projects Serving Ras Laffan Personnel

Since the Ras Laffan area does not authorise just anyone to work within it, and does not issue entry permits or allow work to begin until personnel hold certificates for the required training from accredited bodies, and since companies were incurring substantial costs owing to the scarcity of training centres and their distance from the area, Mr. Abed Baghzal decided to establish the RASSEDCO Training Centre in the Al Dhakhira area, ten minutes from the gate of the area, and to bring in trainers from abroad from various countries and across various fields. The idea proved successful, and such was the intensity of demand at that time that the RASSEDCO Training Centre operated seven days a week without interruption.

It was here that the RASSEDCO Training Centre stepped in to cover that need by designing and delivering specialised, intensive training programmes in the fields of health, safety and environment (HSE).

    forming alliances with the advisory bodies that undertook the training of Saudi Aramco's field teams, and transferring those strict standards, proven in complex oil environments, to Qatar's gas sector.

    training on protocols for dealing with flammable materials, the hazards of sour gases, and comprehensive isolation methods.

    simulation of facility incidents, the use of self-contained breathing apparatus, and escape equipment for extreme emergency situations.
